Anna’s Opportunity Agenda

We’re not going to sugarcoat it: Florida needs help.

For more than two decades, Republican leaders have implemented failed policies and dysfunctional misrule in Tallahassee. Corruption is rampant. From the misuse of public dollars to inaction on critical state issues, a disregard for science and the never ending culture wars — not only have we forgotten how to govern, but we seem to have forgotten basic notions of respect and civility too.

At Team Anna, we’re returning to an age of sanity, a time when Americans – all Americans – stood not divided, but united.  A time of integrity and decency. A time when we could disagree without being disagreeable. We are fighting for everyday families, building bridges when we can, and holding people accountable when we must.

A time when we could disagree without being disagreeable. We are fighting for everyday families, building bridges when we can, and holding people accountable when we must.

Our Opportunity Agenda

I envision a Florida where all people have an equal chance to succeed. One where the needs of people are prioritized over the personal agendas of politicians. One where we can easily access our elected officials, and hold them accountable. One where our natural resources aren’t sold to the highest bidder; where education is more than just an assembly line of poorly made tests and teachers are paid a wage they can live off. One where all people can gain access to high quality health care and live a life free of mass shootings, crime and fear. One where every person has the ability to reach their fullest potential and achieve upward economic mobility. One where we can find common ground along party lines, while never sacrificing our values.

With your help, we can and will build a better Florida for all.

Here you will find Anna’s Opportunity Agenda. Our vision for a Florida that serves all. If there is a specific state policy question you have, or you have a local policy idea to share, please do not hesitate to contact me directly here. I want to hear from you.

Affordable Housing & Public Transit

We have an affordable housing crisis in Florida, and no effective public transit system. Through bringing stakeholders together, utilizing the latest technology, and securing affordable housing funds while supporting active policy solutions, we will create smart infrastructure that supports the growth of all Floridians.

Anna has been a leading voice on affordable housing in Tallahassee, lifting up the importance of renters rights alongside affordable housing dollars and local government policies to support the creation of more housing options. She also was successful in adding Tiny Homes into the Florida Building Commission’s code, a new option that will become official upon its final approval this year. She is a champion for home rule, and supports local governments in solving some of these wicked problems. She’s also been a strong voice in challenging the rising cost of property insurance rates, knowing that more extreme weather patterns, bad actors and the rising cost of global reinsurance rates will only make the situation worse.

We need a dedicated source of funding for public transportation and more pedestrian friendly communities too. Anna has been working on road safety projects and policies and advocating for local projects to be completed by the Florida Department of Transportation with local community feedback.

Arts & Culture

Thanks to Anna’s advocacy in the Florida House, we increased arts and culture funding by 800% in 2019, bringing Florida from 48/50 in the country to 20/50. Those increases have been protected during the last two legislative sessions, and during the 2022 Legislative Session Anna was successful in working across the aisle to fully fund arts and culture programs in Florida.  She also secured tax breaks for arts and culture organizations, and supports arts education within our schools. Investing in arts and culture funding is a big deal for Central Florida, and for every $1 we invest as a state there is a $9 return.

We must continue to reinvest in our local arts community and revitalize Florida’s film industry. Read Anna’s blog post from 2018 that outlines why investing in arts & culture matters for our health and economy.

Economy & Jobs

No Floridian should live in poverty. We will fight for fair wages and taxes, economic upward mobility, and will work to support our community’s small businesses, entrepreneurs, and unions. Learn more about our 42 Means Business platform here.

Anna is also committed to supporting our talent pipeline, ensuring a pathway to economic opportunity that is unique to each person. This means supporting our higher-ed institutions, training and scholarship programs, and preventing student debt along with reducing the costs of textbooks. Anna is also working to make dramatic improvements of Florida’s unemployment benefits system, not only in modernizing the CONNECT website but in increasing the Weekly Benefit Amount Floridians receive too.

When it comes to tax policy, you will not find a stronger champion for everyday people than Anna. Not only does she bravely call out the unnecessary nature of corporate tax giveaways and corporate consolidation, but she actively fights for tax breaks that Florida families will benefit from. In fact, in 2023 Anna was successful in passing a permanent tax break on children’s diapers and adult incontinence products for all Floridians. That tax break began on July 1, 2023.

Educational Access & Attainment

We must fully fund our public schools, pay our teachers competitive salaries, eliminate high-stakes testing, and ensure access to both higher education and accelerated training programs for our high school graduates. Anna will never arm our teachers and will instead invest in meaningful school safety measures including mental health and crisis intervention programs along with trauma-informed care beginning at early-ed. Anna is also a passionate advocate for public education, Bright Futures, and advocates against efforts to privatize our traditional public schools with tax dollars and no accountability. Anna also continues to advocate for anti-bullying resources that reflect the needs of every child, and knows how important a good school is for a family’s collective success. As a UCF graduate herself, she’s been a firm advocate for academic freedom of speech and knows the value of access to diverse books that reflect our beautiful community.

Students, teachers, and parents need our support, and they need it now.

Environmental Protection

Florida’s future economy relies on protecting and preserving our natural resources, from waterways to beaches, to environmentally sensitive lands. As the Sunshine State, we should be the global leader in renewable energy, especially solar. Anna has been leading that charge — she has sponsored the state’s 100% renewable energy bill six years in a row, and has often been the lone voice in challenging monopoly energy utility companies and Big Sugar. She accepts no donations from fossil fuel companies, Big Sugar, or phosphorus mining companies and takes on some of the most powerful industries that are hurting our environment including but not limited to plastic water bottling companies and phosphate mining companies. During the 2022 Legislative Session she stood up to FPL in pushing back against rate hikes and their efforts to decimate the rooftop solar industry. In 2024 she continued the fight by advocating against legislation that would ban wind energy in Florida and pre-empt electric vehicle infrastructure.

Anna supports a ban on fracking, investment in land and water conservation, springs protection, is working to curb the impact of climate change, and wishes to ensure environmental justice for all. She’s also been on the ground locally helping to solve water issues right here in Central Florida, helping Orange County pass an urban fertilize ordinance. She also recently secured millions of dollars in funding for local water infrastructure projects.

Equality for All

Regardless of where you come from, who you love, who you worship, how much money you make, the color of your skin, your gender identity, or your disability status – you should have equal opportunity to achieve your dreams, be safe, and live a life free of discrimination. One of the first bills that Anna filed was the repeal of DOMA, and she has filed legislation to prohibit discrimination of LGBTQ+ youth in any school that receives public money. In 2022 she filed bipartisan legislation to include education on the historical contributions of the Asian-American and Pacific Islander (AAPI) community in Florida schools which became law in 2023. Anna has also been a leading voice in advocating for African American history to be taught accurately in our schools, and sees the value of cultural competency in both the public and private sector. Anna is a fearless advocate for marginalized communities including our immigrants and Floridians who live with disabilities. She fights back against xenophobic bills and for the APD waitlist to be eliminated.

Government Accountability & Ethics

Anna works hard to reduce wasteful government spending and eliminate the corrupting influence of corporate donations in elections. She fights to expand voter rights, restore home rule on key issues, and for legislative transparency. Since she was first elected Anna has hosted hundreds of town halls, including weekly virtual town halls every Friday at 4:00pm via her social media outlets. She’s held public agencies accountable for unethical behavior and wasteful spending. She most recently voted no on legislative that would make it close to impossible for ethics investigations to be pursued. You deserve a better government, a responsive government — one that actually works for you, and has home rule on local issues. Anna holds herself to a high bar and does the same for her colleagues.

Healthcare as a Human Right

Florida has some of the worst healthcare outcomes. We will fight to expand Medicaid, identify funding sources for mental health, and will ensure every Floridian, regardless of pre-existing conditions, has world-class health care. Anna also supports the use of Medical Cannabis, and will prioritize efforts to support Floridians who are suffering from the opioid crisis. Anna also supports harm reduction programs, and rehabilitation versus incarceration when it comes to overcoming addiction. HIV awareness and prevention is a big deal for Anna, and she has been a leading voice on both along with clear access to reproductive health including contraception along with pre-natal and post-natal care too. She’s also been fighting for an elimination of the Agency for Persons With Disability (APD) wait list and secured an increase in APD funding during the 2021 and 2022 Legislative Sessions. Most recently, Anna has been advocating for those who have fallen through the cracks with the state’s Medicaid program, helping them regain access.

Safety & Security

Floridians deserve to feel safe in their schools, clubs, places of worship, movie theatres, work, and neighborhoods. We will always fight for common sense gun safety legislation, criminal legal system reform, and will support our first responders too. Anna has been making unannounced visits to state prisons, and knows that we must reform Florida’s penal code, and eliminate the school-to-prison pipeline. That’s why she’s filed legislation on these issues, and has co-sponsored legislation to decriminalize cannabis. Anna also supports rights restoration, and has been a firm supporter of the voter-approved 2018’s Amendment Four. We must also be prepared to manage the next natural disaster and cyber security threat, and prevent foreign interference with our elections.

With a loved one who has been a victim of a crime, Anna knows what it is like to navigate our judicial system and will continue to be an advocate for victims while also focusing on crime prevention including violence intervention programs and peer-to-peer mentorship.

Supporting Those in Need

Children, seniors, veterans, those displaced by climate change, the formally incarcerated, and the disability community need and deserve a Representative who cares and fights for them. We will always advocate for marginalized communities, and ensure the well-being of Florida’s families, including our pets!

Anna is also a leading voice in the fight against human trafficking. Through two legislative sessions she secured $180,000 for a local human trafficking prevention nonprofit and continues to be an advocate against human trafficking. She played a critical role in the passage of Gail’s Law and has been a passionate advocate against sexual assault. She’s also helped Floridians combat rising rent costs during COVID19, gain access to their unemployment benefits, and helped homeless veterans find a new home. Anna takes constituent services and consumer protections very seriously, and does whatever it takes to support people in need.

Women’s Rights

Anna has committed her life’s work to girl’s and women’s empowerment and feels firmly that women must have the ability to make their own personal medical decisions. She has fought to ensure access to reproductive health, including pre-natal and post-natal care and has fought against dangerous bans on abortion. She will continue to advocate for the ERA, earned sick time, paid parental leave, equal work for equal pay, and stronger systems to report sexual assault and harassment. Anna brought back funds to support human trafficking prevention in Central Florida, and will continue to advocate for our survivors — always.

COVID19

Anna has been a leading advocate in prioritizing both public health and economic relief for the people of Florida during the COVID19 pandemic. She secured one of the first testing sites in Orange County at the University of Central Florida, and continues to emphasize science as the best tool to combat COVID19 hosting several vaccine events in Central Florida to help save lives. Meanwhile on the economic front, Anna has been a fierce advocate for small businesses and everyday people as her team fights unapologetically for every unemployed Floridian to get their unemployment benefits. During the beginning of the pandemic, Anna used her state salary to help those in need, and has raised more than $40,000 for unemployed Floridians to help pay for rent, food, and medical bills. She played a key role in both stopping April 2020 rent increases for a multi-county affordable housing company and in extending the state’s eviction/foreclosure prevention programs. Finally, Anna gained an early commitment from the state’s largest utility company that they would not disconnect Floridians’ power during the pandemic and continues to advocate for the most marginalized Floridians.
